VINE means Victim Information and Notification Everyday. Kansas Attorney General guidance describes the service as a free, confidential, voluntary source for offenders housed in county jails. It expressly excludes KDOC offenders in Kansas state prisons. Jackson County participation and current feed status should still be checked inside the Kansas interface because coverage depends on the reporting agency and site.
VINELink has two related jobs. It lets a user search one person’s reported county custody status, and it offers notification channels for changes tied to the correct record. A released or out-of-custody result means the reporting facility ended that custody event. It does not establish that all court, supervision, registration, or other-custody duties ended.

Search a Jackson County VINELink Record
Begin at the Kansas VINELink portal. Search only after collecting enough identity detail to distinguish people with similar names. The reporting agency or site matters as much as the name because a result from another county does not document a Jackson County Jail event.

“Released” does not necessarily say whether the person posted bond, completed time, received a dismissal, transferred, or went to another authority. A transfer notice must not be rewritten as release into the community. For the exact county event, request the permanent Jail/Commitment entry showing discharge date, time, and authority.
A no-result is also inconclusive. It may reflect a spelling or alias issue, confidential or juvenile status, a nonparticipating agency, a transfer, or feed delay. Search the current sheriff roster, then use direct records and court channels.
Register Jackson County Release Alerts
Register while the correct person still appears in custody when possible. Waiting until the record disappears may leave no active entry from which to create an alert. The offered channels can differ by record and device.

Jackson County VINELink Limits
Kansas VINE does not include KDOC state-prison offenders. Use KASPER for a state prisoner’s status, movements, supervision, and anticipated guidelines release date. KASPER updates each working day, so it also has timing limits. A person transferred from Jackson County Jail into KDOC may leave the county VINE feed without entering the community.
VINELink is not a BOP or ICE locator. Federal BOP custody belongs in the official BOP Inmate Locator, while immigration detention belongs in ICE’s locator. USMS pretrial and transport custody has no general public released-person database. The holding authority and destination must be identified before a roster disappearance or alert is called a release.

Confirm Jackson County VINE Alerts
Jackson County Sheriff’s current roster shows photographs, names, booking numbers, charges, bond, arresting agency, booking date and time, age, sex, and race. It has no release date, reason, destination, or released-status filter. Disappearance from that roster and a VINE alert can point to a custody change, but neither supplies the full historical record.

A court docket can show bond, dismissal, a sentence, probation, revocation, or another order. The court entry may explain why custody should end, but it may not record the exact time the person walked out. Pair it with the sheriff’s event record.
Note: VINE reports a custody event; the court reports the case, and the jail record documents physical discharge.
Jackson County Registry Is Different
The KBI Registered Offender Website is not another version of VINE. It applies only to people legally required to register as sex, violent, or drug offenders. A registry result may include aliases, a residence or location-unavailable notation, offense, category, and current photograph under Kansas law.
A registry listing does not prove a Jackson County Jail release date. Some registrants may be incarcerated, and many released people have no registration duty. Absence from the registry proves neither that a person was never convicted nor that a past release did not occur.

Use it only for the statutory registration question, not as a substitute for VINE custody alerts or a sheriff discharge record.
Read Jackson County Released Results
A released or out-of-custody label is tied to the reporting site. It can coexist with an open criminal case, probation, parole, postrelease supervision, registration, or later custody elsewhere. The label should be stated narrowly: the reporting county facility recorded an end or change to its custody.
If the alert says transfer, preserve that term. If it says release without a reason, do not assign bond or time served. Ask the sheriff for discharge authority and destination, and check the matching court order. For a possible KDOC commitment, search KASPER for the first state movement.

Preserve the alert details before contacting an office. Write down the person matched, reporting agency, displayed status, update time, notification time, and alert channel. That small record helps explain a lag or conflict without treating a screenshot as the final discharge certificate. It also lets staff identify which custody feed produced the notice.
If VINELink and the sheriff roster appear to disagree, check timing first. The roster is periodically updated and can change quickly. VINELink depends on an agency feed. A same-day difference may reflect processing rather than an error. Correctional staff can address current custody, while a later records request can obtain the permanent discharge event.
For a state transfer, KASPER can show the first KDOC movement after the county departure. Its advanced search accepts conviction county, parole-supervision county, community-corrections location, facility, and supervision type. Those filters should not be merged. Jackson as the conviction county does not establish that Jackson County Jail produced the release alert.
For a federal path, a BOP historical result can confirm exit from BOP custody only. It does not rule out federal supervised release, state custody, or immigration custody. A USMS movement through a county facility may never create a BOP release result. The originating and receiving authorities remain essential to a precise description.
Alert delivery also differs from record retention. A text, email, or call is meant to give timely notice, while the sheriff’s permanent Jail/Commitment Record preserves the county discharge event. Save the alert long enough to make the official follow-up, but cite the agency record when an exact time, authority, or destination is needed later.
